free for non commercial use

im building a freeware application

does this means it is for non commercial use?

If you don't earn money with it then it's non-commercial.

You may use the non-commercial (free) madExcept license as long as you don't earn money with your software. In the moment when you do earn money with your software, you need to buy a madExcept license. Ok?

is this also true if i use it only while developing and not with a shipped product?

If you earn money with the product then it's commercial use, even if you use it on your development PC, only.
