Commonly used web interface for parsing bugreports?

Is there an online tool that can parse the madExcept bugreport format?
I am thinking of a tool that provides a central source of bugreports for several Delphi developers.
As far as I remember the Windows parsing tool was quite powerful but extremely slow and could not handle multiple users well. It was file-based.
