ANN: madExcept 4.0.12 - with XE8 support

Today I'm releasing madExcept 4.0.12 with the following changes:
(1) added support for RAD Studio XE8
(2) added detection for Windows 8.1, Windows 10 etc
(3) a couple of small bug fixes
