Http Upload issue

If MESettings.AttachBugReportFile is set to true
and there is no saved bugreport.txt on the disk,
madExcept does not even try to upload to http.
I had spend a few hours trying to isolate the issue I was having.
Since http upload can be tricky by itself, please consider ignoring missing saved reports.
