Is it reproducible, or does it only occur once in a blue moon? Analyzing stuff is very difficult if it only occurs randomly, of course.

I don't think those are from madExcept. madExcept might store bug reports that are not sent in a file, but only if your settings ask madExcept to do that, and those bug report files shouldn't get that big.

You probably have either leak reporting or "instantly crash on buffer overrun" (or both) turned on. See first page of the madExcept settings. These features are only meant for debugging purpose and should probably not be turned on all the time. And they work better in 64bit than in 32bit, ...

Do you have secondary threads running? They all need to be run through before the application can close.

Please post the AV crash report when you don't free that thing.

Why do you even have to free that thing before your process shuts down? I'd suggest to simply skip that, it's most probably not needed. The OS is extremely good at automatically freeing everything you forgot to free, after your process shuts down.

Are we talking about new licenses, or do you want to upgrade older licenses? Well, that's what I suggested the cleanup earlier like this: 1) Uninstall madCollection. 2) Search registry for mad*.* and remove all entries that belong to madCollection. You can limit this to the Embarcadero registry keys, if you like. Properly done, these 2 steps should have resolved the issue......
